Qatar announces the death of its former emir

Qatar’s Amiri Diwan announced on 12 July that Sheikh Hamad bin Khalifa Al Thani, the country’s former emir and widely known as the Father Amir, had died aged 74. The official announcement did not state a cause of death. AP and Al Jazeera reported the death and the national mourning measures announced by Qatar.

Funeral prayers were held in Doha and Qatar declared four days of national mourning, according to the Qatar News Agency and regional reporting. The death does not change the line of succession: Sheikh Hamad relinquished power in 2013 to his son, the current emir Sheikh Tamim bin Hamad Al Thani.

From small Gulf state to global actor

Sheikh Hamad ruled Qatar from 1995 to 2013. During that period Qatar used the development of its enormous North Field natural-gas reserves to build export capacity, sovereign investment and a far more visible foreign-policy role. Liquefied natural gas revenue gave the state unusual room to invest internationally and to pursue diplomacy independently of its larger neighbours.

His rule is also associated with the growth of Al Jazeera, launched in 1996, and with the expansion of Qatar’s international institutions and investments. AP described him as a central architect of the country’s emergence as an international player. Those changes help explain why a leadership change in 2013 was managed as a planned handover rather than a sudden constitutional break.

Abdication and continuing influence

In June 2013, Hamad transferred authority to Sheikh Tamim. Voluntary abdication by a Gulf ruler was unusual and preserved a clear formal succession. The current emir has led Qatar through the 2017–21 regional blockade, the 2022 men’s football World Cup and a period in which Doha has retained a prominent mediation role.

Hamad’s legacy is not without debate. Qatar’s rapid accumulation of wealth and global influence has been accompanied by scrutiny of labour rights, political freedoms and its relationships with regional actors. But the factual contours of his legacy are clear: he helped move Qatar from a small, resource-rich Gulf state to a country with outsized energy, media and diplomatic reach.

What happens now

The immediate response is ceremonial and diplomatic: mourning, funeral observances and condolences. Qatar’s government and its foreign policy remain under the current emir and existing institutions. The more lasting story is historical. Qatar’s present role in LNG markets, overseas investment and mediation rests heavily on choices made during Hamad’s 18-year reign.

A legacy built on institutions as well as gas

Natural gas was the financial base, but it did not by itself create influence. The transformation involved export infrastructure, a sovereign investment strategy, state-backed media and an active diplomatic service. That combination is why assessments of Hamad’s importance extend beyond domestic succession or personal biography.
